Higher Education Quality Assurance in Globalization: Challenges, Responses and Effectiveness

Abstract

The regulation of cross-border higher education in the age of higher education globalization and marketization has challenged the capabilities of traditional quality assurance agencies. Some regions have actively responded by establishing international higher education quality assurance agencies. This paper introduces the International Network for Quality Assurance Agencies in Higher Education (INQAAHE), the Global Alliance for Transnational Education (GATE) and the European Association for Quality Assurance in Higher Education (ENQA) and their efforts on quality assurance in globalization higher education.Any quality assurance system can only be accepted if it is effective. Therefore, this presentation gives the following suggestions to improve the effectiveness of quality assurance in globalization: firstly, to gurantee the credibility of quality assurance and undergoing meta-evaluation; secondly, to establish evaluation programs in the university and to train professional evaluators with an international perspective.
